Leadership & Governance

The District Governing Board sets institutional policy, approves the college budget, and provides strategic direction. Board members are elected officials representing districts throughout Coconino County.

The President and CEO is responsible for day-to-day leadership and operations of the college and reports directly to the District Governing Board.

The President’s Cabinet supports the President and provides oversight for specific areas of the college including academic affairs, student services, business services, human resources, information technology, marketing and communications, and advancement.

Shared governance bodies, including the College Collaboration and Communication Council (C4), the Faculty Senate, and Staff Council, ensure that faculty, staff, and administrators contribute to institutional decisions that affect the college community.

CCC’s District Governing Board is composed of five elected officials representing districts throughout Coconino County. Board members are elected by residents of those districts and serve as stewards of public resources and the public trust.

Board meetings are held on the third Wednesday of each month. Agendas are posted no less than 24 hours before each meeting. Minutes are posted after approval at the next regular board meeting. Draft copies of minutes or recordings are available three business days after each meeting per A.R.S. § 38-438-D.

The President’s Cabinet provides leadership across all areas of the college and meets regularly to guide institutional strategy and operations.

CCC is committed to a shared governance model that brings faculty, staff, and administrators together in the decisions that shape the college.

The College Collaboration and Communication Council (C4) is CCC’s primary shared governance body, composed of director-level administrators and above. The Faculty Senate Chair and Staff Council Chair also serve on C4, ensuring that faculty and staff perspectives are represented in institutional recommendations to the President’s Cabinet. C4 was established to ensure that shared governance is embedded at the highest levels of institutional decision-making.

The Faculty Senate represents the interests of CCC faculty and makes recommendations on academic matters including curriculum, instruction, and faculty policies. The Faculty Senate Chair serves on C4.

Staff Council Staff Council represents all staff members whose primary classification is not administrative or faculty. Staff Council coordinates activities and communication across the college, makes recommendations to appropriate college-wide groups, and ensures that staff voices contribute to decisions that affect them, the student body, and the success of the college. The Staff Council Chair serves on C4.

CCC’s institutional policies are organized into two categories, consistent with how Arizona community college districts operate.
Board Policies are publicly adopted statements that define the general goals and acceptable practices for college operations, creating a framework for day-to-day decision-making.

Administrative Procedures provide specific guidance to college staff in implementing and enacting Board policies.

CCC’s leadership is guided by a five-pillar strategic plan.
